What would happen if Cuban Pirates were hijacking cargo ships off of their coast? Do you think that we would allow these hijackers to continue their shenanigans?

How can these easy targets in their glorified dingys hijack large vessels without being blown to smithereens? Every commercial vessel traveling these waters should have a hired sniper/sharpshooter on staff.
